we're live in the oakland hills where highway 13 is shut down because a tree felton roadway. there's one death. we'll have the latest information. we're live where a firefighter is injured after he false through a roof fighting an apartment fire. we'll have the latest on his condition. all the winter weather we've been having is causing big problems at a major amusement park. we'll show you that damage coming up we still have a few lingering showers that could effect your commute in the short-term and also the timing of our next major rain producer. good morning. thank you for joining us.

it's thursday march 15th. >> good morning. let's get a quick look at weather and traffic. mark is in for steve. >> that's right. i can't say a full break but at least compared to yesterday the rainfall has backed off a bit but still wet roadways out there, a few light showers and at least drizzle. you'll notice coverage, you'll notice activity focused up in the north bay. also out toward sinoma. lingering showers. coming up i'll let you know when we could be tracking showers. the biggest problem is highway 13. golden gate bridge traffic looks good. it's still wet. let's quickly go to the second one here. this is highway 13 at park boulevard. we have a major problem. let's go back to the desk. we have an update on the breaking news in the oakland hills where there's been a

fatal crash on highway 13. lorraine is live with what's going on. >> there is one confirmed death. the coroner is on the way as we speak. we arrived first here on scene and when we got out of our live truck we heard a very loud scream and firefighters used chainsaws to try to get tie trapped vehicle under a tree. the entire southbound side of highway 13 is shut down right now. the first calls came in to chp around 4:20 a.m. of a multivehicle accident. they issued an alert about 20 minutes later. according to the website at least two people are injured. one person as we know has just been confirmed dead. now at one point, that person was trapped in a vehicle under that tree. it's about a 20-foot long tree that fell on the roadway. this happened just around 4:00 and right now, again, if you take a look at the other side on highway 13, let's go ahead and

pan over to that side. you can see that highway 13 is shut down and traffic is being diverted at park. you want to stay out of this area. it's shut down until further notice. they're still working the scene and also cutting this tree trying to get it off the roadway. well, there is developing news in the south bay. we have been telling you about the four unit home that caught fire. it's located on underwood drive. she is now at the scene where the crews have been working on this fire and have new information. >> well, one firefighter actually fell through the roof into the fire and he suffered serious burns to his hands. he was taken to a nearby hospital and the fire captain tells me if it weren't for his protective gear he would not alive right now. now this fire broke out around 2:95 in the morning. it was under control within an hour but it did go to a four

alarm which means there were 75 fire fighters on the scene. the fire started in the first floor. it was rule accidental. they believe what happened was there was an unattended candle. the flames spread to the second floor and into the attic which made it race through the entire building. now 17 people have been displaced including 8 children. we're going to go around the corner. we're a bit far from the actual fire. there are so many engines here they are block upmost of the treats but we're going to go around and talk to the captain and bring you more information as it becomes available to us. we are back on storm watch this morning. rain swollen river is now threatening to overflow on to a section of a popular amusement park. christian joins us live from the boardwalk where there's already damage there. >> we've been out here about 40 minutes now. we're starting to get a clear

picture. we're actually in the parking lot right next to the park entrance. right there you can see a little bit of the park. if you move to the left you can actually see a train tressle right there. it runs over the river. that's where the source of the problem s. all the wet weather we have had is to the point where it's high enough to threaten the beach boardwalk. usually the river runs out to the ocean but all the wet weather has pushed the river to make a sharp right turn toward the beach i. already washed away a wooden stairway. a spoke with a maintenance worker about a half hour ago and he told me you can actually see the staircase out in the bay. now if that water continues running under the boardwalk retaining wall it could under mine that wall and cause a lot of damage. a spokesperson said that the water has never come this close to the park. they spent a good part of the day yesterday using earth movers to build up sand on the beach trying to block the water. so far the park says that seems

to be work. now at this point, the river only caused a few thousand dollars damage but with more storms in the forecast, everyone here is keeping their eyes on that forecast and on the river. now over the course of the next hour or so, we're going to try to move positions to get a better vantage point to see the damage and see if we can spot that staircase out in the bay. we'll have that report coming up in about an hour. in overnight news, the wet roads played a role in a multicar crash that shut down an oakland freeway for more than an hour. that happened late last night on southbound 880 near the 98th avenue overpass. two cars slammed into another car that stalled on the freeway. emergency crews had to use the jus of life to remove the victims from the car. two people were taken to the hospital. the chp is also investigating whether alcohol may have played a role in that freeway pile up. the stormy weather also may

have played a role in this crash outside an ikea store last night. a car veered off the road and slammed into a fire hydrant. it sent water gushing into the air. the water briefly created traffic problems in that busy shopping area. the driver was not hurt. >> there is new out rage in afghanistan this morning after the army sergeant accused of a shooting rampage was flown out of the country. defense secretary met with the afghan president today trying to ease tensions there. coming up, a security breach during his arrive in afghanistan. >> public schoolteachers will find out if they'll have jobs for the next school year. today is the notification dead line for lay off notices. they already issued at least 8,000 pink slips with at least 1200 here in the bay area. california schools and community colleges have seen

more than $20 billion in funding cuts and deferrals. they will blow bubbles in front of schools. it's art of a campaign to pass a budget that fully funds education. it includes mckinley elementary and glennview elementary in oklahoma. very busy. highway 13 shut down. >> that's right. highway 13 is shut down and we do have a live picture of it that we have been showing you. this is one of the most serious problems, highway 13 is shut down in the southbound direction. we'll get to that in just a moment. let's go to the regular traffic shots here on westbound interstate 80. that traffic is moving along relatively well. now to the crew who is in the control room -- there we go. this is a look at highway 13.

this is a live look at highway 13, 13 now. you look over on the left, the northbound directions cars are still moving. this is on the highway 3. you can see it's shut down to everyone so being forced off highway 136789 don't use it now. we'll get you an update from the scene. we are still tracking rain showers out there. it's not that persistent moderate to heavy stream but still some action to show you. not a lot but the activity has been backing off in the santa cruz mountains. even if you're not covered with the green you could have spotty drizzle out there. i saw reports tateyama golden gate bridge of drizzle and wet roadways. you can pick out activity in the north bay right around santa rosa, at least fairly close. we're going to hold on to the possibility of scattered showers in our forecast for this morning and into the

afternoon more cloud cover. in fact, we're waiting for the next system to approach the region. as far as temperatures for this afternoon version the readings that will max out. it's fairly mild and they will max out from 50 to 60 degrees. looks like we're locked up on the storm tracker but we do have activity across the bay area. primarily for this morning. we do have another system that will actually move on shore for this evening. now as a result rainfall rates will pick up later on today and also rainfall totals over the past 4 hours. about nearly 6-inches of rain over the past 24 hours. san francisco about an inch and a half and san jose at .08. current numbers are in the 50s. san francisco 55, san jose 57. clouds and drizzle, a few showers for this morning. still a chance of a shower into the afternoon hours. the reading maxing out upper

time is 5:13. is released of a jail official beating an inmate. he repeatedly punched inmate david coffee and then choking him for several seconds. he was reportedly chained to a bench and had been pepper sprayed before the beating. he was awarded a $62,000 settlement after filing a lawsuit. >> new this morning, a man that tried to attack u.s. marines during the arrival ceremony for the defense security died. the man suffered burns after

crashing a stolen pick up truck. allison burns is in the washington d.c. room with how the security is trying to ease tensions in afghanistan. >> he just wrapped up a high stakes meeting. the two talked about the massacre of villagers at the hands of a u.s. soldier. he calls the shootings unforgivable. he is assuring him the soldier will be punished. now he is also meeting with u.s. troops urging them not to be deterred from their mission. >> we'll be challenged by our enemy, we'll be challenged by ourselves. we'll be challenged by the hell of war itself. >> afghans are furious that the soldier was transferred out of afghanistan. she now in kuwait and will not be prosecuted in afghanistan. more on why he was moved during

my next update in about an hour. the newest ad campaign to get people to stop smoking is about to hit tv, radio, billboards and print ads. the centers for disease control is featuring advice from people who have been severely harmed by smoking. the first one released includes comments from several people who have had to had amputations because of damage caused by tobacco. it is the largest and starkest antismoking campaign from the centers for disease control. >> fresh off his wins in alabama and mississippi republican presidential candidate rick santorum is campaigning in puerto rico. it holds it's primary on sunday. santorum was asked about a memo from mitt romney's campaign that says santorum would need an impossible number of delegates to become the gop nominee. >> we're a long way from over and i suspect if we keep

winning state after state after state we'll the be the nominee. >> gingrich is in illinois. he continues to insist he is staying in the race despite not winning in alabama or mississippi, two states he said were crucial for his campaign. a driver charged in connection with a pedestrian death is due in court today. the district attorney's office charged him with misdemeanor vehicular manslaughter. he struck and killed emily dunn who was in a crosswalk. it happened at 18th and hartford street. he is due back in court today. he is accused in the shooting death of foreman hells angel member at oak grove cemetery. he was arrested on february 25th after months being on the run. tonight, they will hold the

latest town hall meeting on the plan to tackle the agency's big money problems. that gets under way at 6:00 this evening at the office. they are considering several ways to offset it's expected $19 million deficit for the new fiscal year. the agency considering charging for parking meters on sundays and adding new meter parking space assuming cross the city. time is 5:17. very serious situation on highway 13. let's get to sal with more. >> we also have another tree down believe it or not. this is the kind of weather. we have to be extra careful. watch where you're driving. we had another tree down and highway 17 is shut down in the southbound direction. a big tree came down, fortunately this time the tree did not hit anyone or hit anything. there were no major injuries. there is a collision as a result of this, though. southbound 17 at the summit. even one lane northbound is

taken up with the emergency vehicle response. again, this is also a sig alert. a tree is down on highway 17. if you drive to the valley, this is going to be a terrible commute. in fact, you might consider putting it off, working from home, doing what you can to avoid 17 for now in the valley -- in the mountains. they talked about the crash on highway 13. these are live pictures of the fatal crash. this vehicle truck the tree -- the tree truck a vehicle and four people were inside the car according to oakland police. you can see that the fire crews ron the scene. there's car that was involved. pretty much flattened by this tree. one person was killed. we have a crew on the scene and a live report with more details straight ahead. >> at the toll plaza, a live picture here, still pretty light. be carele ofen the bridge.

a little windy but it's still very wet on all roads. that persistent heavy rainfall has moved out of town but that's not to say it's completely dry. we still have lingering rain showers out there. most of the action is in the north bay up toward sinoma county. so we have to hold on to the possibility of a few scattered shower assuming cross the region. temperatures off tie mild start this morning. san francisco at 55, mountain view 58 degrees. here's the weather set up, our next system moves on shore later today into tonight. it's shing up nicely on the satellite. this is the main driver behind all of it and it moves into the region on friday. multicloudy skies, the chance of the shower as the main core of the next system moves in for tonight. as we slide this into friday,

rainfall will be picking up, heaviest rain from 4:00 until 10:00 on friday and gusty winds right around 30 miles per hour and into the weekend we could be tracking thunderstorms. for this morning, we'll have the clouds out there, at least drizzle and scattered showers and you'll notice as we head into the evening hours, a bit more in the way of shower activity but if i could change this model i'd probably show more showers earlier for this morning and into the afternoon hours. winter storm watch goes into effect late tonight and saturday morning. the wet weather pattern lasts right on through saturday. >> thank you. european markets open near their high point for the last five months and continue to show gains this morning but the picture was not as good overnight in the far east. china lost 7 tenths of a% on the day. they also finished down on profit taking. hong kong and japan bust a trend with modest gains on the day. checking in on wall street, our futures point to a higher

opening this morning. dow jones finished the day up moderately to 13194. nokia is working on a tablet. paypal is making an important announcement this morning. they will unveil the credit card swiping device to compete with the rival start up square. they plan to undercut square on what it charges merchants as a way to get a boost in that highly come pettive market. squares already helped them process $4 billion worth of sales. >> it's the talk of the office, the ncaa tournament march madness but brackets aren't good for business. you'll be amazed to hear how distracted workers will be today and tomorrow. >> and the effort underway to honor one of the most colorful neighborhoods but why some people are opposed to it. >> good morning. traffic looks good up to concord but major problems for the morning commute. another traffic update is coming up

minutes. a mistake behind the wheel lead tie car wrecking into a home. a reporter posted this video of the wreck. she accidentally hit the gas pedal and went through the wall of an apartment on gable street. firefighter hearsay to vacuum excess water from a ruptured water line. two girls in the home were not hurt. the ncaa tournament starts today. they won't get as much work done. 86% of people who plan to watch the games say they'll check scores at work. 25% will do it for one to two work hours. 20% say they'll check them for 3 to 5 hours or spend time watching. 11% will check more than that. employers could pay distracted workers $175 million in wages

while they're preoccupied today and tomorrow. cal gets slammed. south florida's defense lead them to a win last night. cal was held to 36% shooting. they're finished but st. mary's still alive. there's a push for a new museum in san francisco. the museum would focus on the counter culture histories of arts of the 1960s. the goal is to educate visitors around the area and it's history but opponents say the hippy culture is not the only attraction. we're back on storm watch this morning, the overnight rain is causing new problems about every minute. we'll tell you about the latest trouble spots. >> we're live in the oakland hills near highway 13 where it's shut down, a death happened because of a tree falling on the roadway. we'll have the latest information. >> traffic all over the bay area is going to be tough.

still a lot of rain out there. >> yeah, yesterday's storm has moved out. we're waiting for the next one. we still have lingering moisture and as a result a few light showers or spotty drizzle. so you can count on wet roadways out there across parts of the bay area. especially in the north bay. right around napa. we have also been watching the mountains. they picked up over 10-inches of rain over the past few days. still a few light showers right now as you can pick out in this region. we are timing out another system marching close to the bay area. more on that in a few minutes. we had pretty serious crashes already. we're looking at a live picture, westbound, no major problems here, it is getting busy. also the morning commute. northbound 28 o'brien 0 looks good. there say tree down on highway 17 southbound lock blocking the

southbound lanes. northbound traffic is also going to be effected. we also have a pretty serious accident in the oakland hills that is closed, highway 13 as well. let's go live to lorraine who is on the scene here. >> there is one person confirmed dead here this morning. multiple people injured. you can see highway 13 is shut down here near park. we were first on scene here this morning, just a few minutes the first emergency calls. let's look at that video. we saw a 20-foot tree across the entire roadway. firefighters were helding chainsaws trying to get to the vehicle. we're told at least one person was trapped inside. we heard screaming as first responders work hard to help victims. as many as four people could be injured out here. the first calls came in around 4:20 a.m. it was issued 15 minutes after for a multivehicle accident, a tree on the roadway.

southbound is being diverted at park boulevard. it is shut down and they're working the scene right now. and get all the debris off the roadway. if you're going to be in the area, you'll want to find a different way to get around. >> we now go to a developing story. firefighters are still at the scene of a fire in the 37th hundred block of underwood drive. she joins us live with the latest. >> well, we just received an update from the fire captain and he tells us the firefighter that fell through the roof and into the fire suffered second degree burns to one of his hands. he is in stable condition right now at a local hospital. so that the is good news and we're also told the equipment he was wearing, the protective gear saved his life. otherwise he would be dead right now. let's take a look at video from the actual fire. when we first pulled up around

4:00 this morning. firefighters were battling this fire for about an hour before they were able to get it under control. there were about 75 firefighters total. this was a four alarm fire and investigators tell us that the fire started in the first floor. they believe it was accidental and sparked by an untended candle. the fire spread into the second floor and shot up through the attic and rastled the whole building and as we mentioned, one of those firefighters fell through the roof while he was trying to battle the blaze. we also have still pictures that were shot by someone named craig allen. he provided these photos to us of the flames. he said that one of the neighbor actually knocked on doors right after this fire started. they went around and tried to wake up everybody in the unit and firefighters say that really made their job a lot easier by the time they got here on scene. red cross is assisting the families that have been

displaced. there's about 17 people, 8 of them children. we don't know if the smoke alarms went off or not. by the time they got to the scene, the smoke alarms were completely fried. so they're really not sure if they were working or not. they still have to conduct interview with folks. red cross is on the scene and we'll continue to keep you updated on that firefighter. that was the scene, crews were busy removing two massive trees that took down power lines within a mile of each other. this was along happy valley trail yesterday. 600 customers lost power. neighbors say they are preparing for outages during the next round of rain. >> might make the coleman lantern and the backpacking stove a little more accessible so you can find it in the dark.

meantime, rain caused serious concerns for people living on a crumbling hillside. they hope a tarp and sandbags will keep the ground stable during these storms. now rain caused flooding and shut down part of highway 12 and 121. that road near freemont drive looked more like a small pond yesterday. drivers were forced to use other routes. the roadways there should reopen today. wet he weather also causing problems for road improvement projects. new toll lanes, they were supposed to open today but now that has been pushed back. coming up at about 5:45 we'll tell you when the lanes will be open. >> it's 5:36. only 5:36 in the morning. when he two freeways that had partial shut downs. let's check in with sal. >> that's right. the crash on highway 13, the crash on highway 17.

i'll get you updates, highway 13, southbound 13 remains closed because of a fatal accident involving these vehicles you see here on 13, one car was hit by a tree and also hit by another car that caused a chain reaction crash here on highway 13. again, one person was killed. fire fighters still on the scene doing an investigation trying to cut the tree down. the whole thing closed highway 13 for awhile. they're going to be out there for awhile. we have a reporter on the scene, we will get you more on this. this traffic looks good. remember the roads are wet even though it may not be raining. still it was raining for most of the evening. has not been a dry commute so far and probably won't be. >> at the toll plaza it's light. i'd like to ask the guys to bring up a map for me. we industrial the problem on 17 southbound. one lane has been reopened but a tree came down, a car hit that tree, minor injuries

however there's a big traffic jam both directions here on 17. let's go to mark. we're still tracking lingering rain showers. right now -- compared to yesterday it's not as heavy but still wet roadways, especially up in the north bay, up toward lake and napa counts. we could be dodging a few rain drops here and if you're not covered in the green you can still have that light mist or drizzle out there, enough to wet the roadways. current numbers are mild once again in the 50s. fairfield mid 50s right around 55 diagnoses. forecast headlines for today, more cloud cover, a few off and on showers. another storm moves into the region on friday with the rain increasing, it will be much cooler this weekend. we also bring in the chance of a thunderstorm as we head into sad. here's a cloud and rainfall forecast model. i would like to at least draw more here showing you showers. we do at least have clouds out

there and a few showers and spotty drizzle. you'll notice the activity on the increase some what as we do head into the evening hours as the next system moves on shore. this is not a big deal but the strongest bun of all of them. that's set to move into the region on friday evening, late friday afternoon into friday evening. winter storm watch kicks in late tonight. they will be dropping to right around 3500 feet by saturday morning. for today, mostly cloudy skies, spotty showers or at least some drizzle and here's another look attack tiff five day forecast with your weekend always in view. rainfall develops by friday, cool showers, possibly thunderstorms by saturday. still a slight chance of a shower by sunday. >> burglars trapped an 89 year old oakland woman for more than 8 hours as they ransacked her house. two men pushed her into her bathroom, blocked the door and then took cash and jewelry from her home tuesday morning.

officers call this the latest crime in a string of burglaries plaguing the oakland hills and montclair district. we have an update on the parent abduction in south san francisco. police tell us they have located perez and her five year old daughter sometimes around midnight. authorities are not revealing with they were found but both the mother and child are fine. perez is accused of taking the little girl from the child's father's home on sunday. perez has made suicidal threats in the past. there's a new development involving the iraq war veteran that suffered a serious head injury last fall. the attorney for scott oleson says his client was hit in the head by a bean bag round. police have acknowledged using bean bags to break up the protests that night but the question of how oleson was injured and by whom is still the subject of an on going

you'll notice the bulk of the coverage focused up in parts of the north bay. good morning. here's a quick look at the top stories we're following right now. one person is confirmed dead after a 20-foot tree came crashing down on to highway 13 in oakland. as many as three other people may be hurt. this all happened about an hour ago just south of the park boulevard exit. southbound traffic on highway 13 is being diverted. a san jose firefighter is in stable condition after being injured during an early morning fire in the south bay. the fire broke out around 2:45 a.m. the equipment he was wearing probably saved his life. the red cross is on scene to help displaced residents. the rain swollen river is threatening to overflow on to a section of the santa cruz beach boardwalk amusement park. it's inching closer to the concrete retaining wall that separates the beach and the boardwalk. we'll have a live report at the

top of the hour. we're hearing that twitter removed several accounts that were using the name of the president of syria after complaints from his office. an aid writes to twitter saying that 11 accounts claiming to be the president and first lady were fraudulent. twitter says it's policy is to get rid of those accounts. >> david cameron wraps up his trip to the u.s. way visit to the september 11th memorial in new york city. last night he was the guest of honor at a state dinner at the white house. in their toast to each other president obama and prime minister cameron spoke warmly of the close relationship between britain and the u.s. he said president obama reminds him otolaryngology another u.s.

to watch and record his gay roommates intimate encounter with another man. his roommate later committed suicide. new this porning, police are looking for the man that robbed a jack-in-the-box. that happened near cambridge avenue around 8:00 last night. the robber handed a worker a note demanding money and then got away with cash. he is described as short, in his 20s with blue eyes and blonde hair and was wearing a black sweatshirt with red writing at the time. if you have information please call police. crews are expected to continue clearing out debris from a san jose home. they started the clean up on tuesday and they already made progress. the front yard of the home is now visible but this is what it looked like last month. the owners of the home have been dead for many years. their adult son reportedly lives in the house now.

the board of supervisors declared the home a public nuisance. the wet weather is putting a damper on plans to open new toll lanes along highway 237. the valley transportation authority initially planned to opened them today but now the plans have been pushed back until tuesday. it prevented them from installing new signs. they're located at the interstate 880 interchange. 5:47 is the time. we've been covering a few problems. not as much rain but now trees down. >> i think the trees final gave way and unfortunately caused serious crashes. highway 13 is still closed here as they clean up the debris from a fatal crash that happened about an hour ago as we have been telling you. now 13 is closed and they're putting up the involved vehicle here up on to a flat bed to

tow truck. use 25 to 580 and then 580 eastbound get will get you to where 13 would have dropped you off. the sheriff coroner van is there and they're going to clean this up as soon as they can. northbound 13 has remained open. >> let's take a look at north and southbound, the traffic here is looking okay. 17 southbound, they rye to chainsaw a tree that came down there. that caused a minor injury accident but northbound 17 traffic still going to be slow here as you drive past the scene. people are looking at what is going on and driving slower because of the wet conditions. yeah, we still do have wet conditions out there. not that persistent heavy rainfall we were dealing with yesterday at this time but still wet roadways out there. you'll notice the focus up in the north bay, right around santa rosa, coming in as well. down to the south, right around san francisco and oakland.

even if you're not covered we have quite a bit of drizzle out there and enough to wet the roadways. you'll still notice shower activities in the santa cruz mountains and the santa cruz mountains picking up significant rainfall. here's a look at the total. nearly ten and a half inches of rain, oakland over three inches and san jose with all the impressive amounts, you squeeze all the rain fall over the terrain and by the time the clouds gets there you only get a few hundredths of an inch. pretty mild out there. heyward 57 and concord around 55 degrees. here's the set up for today. next system moves in and as a result the main timing will be later on this afternoon into tonight but even before then a chance of a shower. the storm center approaches the region for tomorrow, for friday and as a result rainfall picks up. we'll be heaviest from 4:00 until 10:00. we have the cloud cover in

welcome back. they're being forced to duck because of this angry goose. it's been attacking people forcing them to fight off the bird. it's a new parent trying to protect it's young. workers say they reported the angry bird to authorities but they are protected by the federal government so there's not much they can do. signs are posted after a shark sighting. a great white was scene leaping out of the waters on sunday and attacking a seal. it's a big wind surfing spot. it's out of the surf zone but rangers are advising people to stay out of the water. >> people living in redwood city could be paying more for water and sewer service this summer. they'll consider raising water 9% they have gone up 9% for the

last two years. they need the money for maintenance and repairs on the sewer and water systems. the number of homes in the foreclosure process jumped sharply in more than half the u.s. in february. the increase occurred in the 26 states where courts supervise the foreclosure process. the other 24 states saw activity dip last month. but realty track expects it to rise 25% this year as banks tackle the backlog of homes one paid mortgages. >> san francisco has the highest rents in the country. that's according to a new study by the national low income housing coalition. the average rate for a two bedroom in the city is $1,900 a month. the stanford norwalk area has the second highest. orange county is no. 5. the study is to point to
